Medical board places psychiatrist Michael Cosgrove, twice convicted of DUI, on three years probation with conditions

Medical Board of California issued a Stipulated Settlement and Disciplinary Order on psychiatrist Michael J. Cosgrove, revoking his license. Revocation was stayed and his license was placed on three years probation with conditions. According to Board documents, Dr. Cosgrove was arrested on April 8, 2003 for driving under the influence of alcohol and without a valid California driver’s license. A criminal complaint was filed against him by the Sacramento County District Attorney containing several charges, including driving under the influence, to which he pled no contest in May 2003 (the other charges were dismissed). On March 5, 2007, Cosgrove was involved in a collision while driving under the influence of alcohol and attempted to leave the scene. When questioned by police, Cosgrove initially misrepresented that he was not involved in the collision. He failed a field sobriety test and was arrested. The Sutter County District Attorney filed criminal charges against him for driving under the influence, as well as other charges. He pled guilty to the charge of driving under the influence and the other charges were dropped. He was sentenced to 60 months probation, 17 days of jail, restitution, fines and costs. The conditions of his current license probation include random biological fluid testing, abstinence from alcohol and annual probation costs of $3,173, among others.
