Universal Health Services: Foundations Behavioral Staff Charged with Assault of Juvenile Patient

Thirty-five-year-old Dwayne Shepherd Jr. of Philadelphia, a staff member at Foundations Behavioral Health in Doylestown, Pennsylvania, was arrested on October 22, 2025, for allegedly assaulting a juvenile patient.

According to the Central Bucks Regional Police Department, an arrest warrant issued on October 10 was based on surveillance footage showing Shepherd forcibly handling a calm, care-dependent child—placing the juvenile’s hand in a gooseneck position (a pain-compliance hold that bends the wrist sharply toward the forearm), and escorting them to their room.
