State places counselor Scott C. Baker on probation for physical conduct with student

On May 18, 2012, the Arizona Board of Behavioral Health Examiners stayed revocation of counselor Scott C. Baker’s license and placed him on probation with terms and conditions.

According to the Board’s report, Baker taught a counseling theory class in a master’s counseling program at a university in Fall 2008.

When the course ended, Baker agreed to meet a student from the course to discuss her interest in existential history. When the met, the student advised Baker of her attraction to him. He advised her that nothing would come of it but he continued to accept her invitations to meet and failed to discuss the ramifications of this with his university supervisors. The meetings carried on until for two months at which point Baker kissed the student and then got into his car, where they continued to kiss and touch each other for 15-20 minutes. Baker again failed to inform his supervisors of the matter.

During the investigation of the a complaint filed by the student against Baker, he misrepresented that his physical conduct with the student was only a kiss.
