State Revokes License of Psychologist Kent S. Hill, Convicted of 11 Child Porn Charges

In its most recent disciplinary action report, the Kansas Behavioral Sciences Regulatory Board reported that it had revoked the license of psychologist Kent S. Hill.
The Board’s document states that on or about January 16, 2018, it received a complaint regarding Hill’s unprofessional conduct, alleging that he may have violated certain statutes and/or regulations governing the practice of Licensed Clinical Addictions Counselors, Licensed Clinical Psychotherapists, and Licensed Master Level Psychologists (all of which Hill is licensed for) in the state of Kansas.
The Board conducted an investigation and informed Hill of the reported allegations on or about February 5, 2018. He was requested to respond to the allegations not later than March 5, 2018 but failed to submit a response.
The Board’s investigation found that the following facts had been established by a preponderance of evidence:
In December 2016, Hill resigned his position as the regional director of Compass Behavioral Health in Scott City, Kansas and relocated to Corvallis, Oregon where he took employment as a manager in the Benton Country Department of Mental Health.
On or about March 10, 2017, Hill was arrested in Corvallis and was charged with 10 counts of encouraging child sex abuse in the first degree and 10 counts of encouraging child sex abuse in the second degree.
On or about January 2018, Hill pleaded no contest to 11 counts of encouraging child sex abuse in the first degree—a Class B felony under Oregon statutes.
Hill was sentenced to two-and-a-half years in prison. He will be placed on three years of post-prison supervision and will be required to register as a sex offender for life.
Hill failed to report his conviction to the Board.
