State Revokes License of Colorado Psychologist Peter C. Solon; Numerous Criminal Convictions

On February 13, 2019, the Colorado State Board of Psychologists Examiners (“Board”) revoked the license of psychologist Peter C. Solon, Ph.D.

The Board initially suspended Solon’s license on an emergency basis on December 4, 2015 based on complaints that it received in April 2015:

• On April 1, 2015 the Board received a complaint expressing concern regarding Solon’s unauthorized treatment of a disabled adult at an assisted living facility, including allegations of overutilization, misdiagnosis of a condition, fraud, inappropriate care of child patient, improper billing, and illegal acquisition of patient records, including a medication list. 

• On April 30, 2015, the Board received a second complaint, alleging that Solon had falsely reported an incident of abuse of an at-risk elder to the Colorado Springs Police Department utilizing an alias.

The Board’s investigation concluded that Solon was suffering from a physical and/or mental condition that affects his ability to practice psychology and treat clients with reasonable skill and safety.

The investigation also uncovered numerous convictions for crimes and traffic infractions:

• July 26, 2013: Solon pleaded guilty to failing to display proof of insurance and failing to signal.

• June 11, 2013: Solon pleaded guilty to third-degree trespassing at a senior living facility in Montrose, Colorado—the management of which had obtained a mandatory order of protection against Solon in January 2013.

• July 25, 2013: Solon pleaded guilty to speeding 10-19 mph over the limit.

• June 17, 2014: Solon was found guilty by jury trial of having made threats of bodily harm and/or death to a female via email and voicemail, and was sentenced to 18 months’ probation. Solon appealed and case was remanded back to court for a new trial. 

• October 14, 2014: Solon pleaded guilty to careless driving, relative to an arrest for driving 25-39 miles over the limit.

• September 30, 2014: Solon pleaded guilty to permitting an unauthorized person to drive. 

• November 7, 2014: Solon pleaded guilty to defective/unsafe vehicle relative to an arrest for driving 10-19 mph over the speed limit.

• November 13, 2015: Solon again pleaded guilty to permitting an unauthorized person to drive.

On May 2016, the Board issued an Order suspending Solon’s psychologist license until he underwent psychiatric and neurocognitive evaluations and provided the results to the Board for consideration.

However, on September 9, 2016, the Board received an anonymous complaint stating that Solon had been convicted two days earlier of three counts of harassment-telephone-threat/obscene. Further investigation found that Solon had represented in court that he had “back to back clients.” The Board initiated its own complaint, to the state Department of Regulatory Agencies’ Office of Investigations (OI). The OI’s investigation found that Solon had been practicing psychology on a suspended license. He had additionally failed to undergo the ordered evaluations.

On March 9, 2017, the Board summarily suspended Solon’s license. His license expired on August 31, 2017.

The Board found that Solon continued to engage in the unlicensed practice of psychology by advertising himself on his website (www.petersolonphd.com) as a “licensed psychologist in Colorado and California.”

As further evidence that he continued to practice on a suspended and expired license, the Board reported that on or about April 6, 2018, Solon sent an email to an undercover investigator explaining what his rates were, that he did not accept insurance, and urged the person to call if they wanted to make an appointment.

Again, on June 21, 2018, he identified himself in an email to an undercover investigator who was seeking to schedule an appointment as “Peter Solon, Ph.D., Psychologist.”

Lastly, Solon advertised himself as a “Licensed Psychologist” on a sign posted at the address of 725 37^th Street in Boulder, CO.

The Board thus issued a Cease & Desist Order on June 26, 2018.

In November 2018, the findings which led to the Cease & Desist were reviewed by an Administrative Law Judge, who recommended that Solon’s license be revoked.

On February 13, 2019, the Board revoked Solon’s psychology license.
