Psychology board suspends William Loughman Higgins relative to sobriety issues

On May 16, 2012, the Office of Administrative Hearings and California Board of Psychology suspended the license of William  Loughman Higgins, Ph.D.

Higgins’ license was revoked September 4, 2011 but the revocation was stayed and he was placed on five years probation with terms and conditions including regular attendance at 12-step meetings to maintain sobriety, among other things.

In January 2012, Higgins informed the Board of Psychology that he would be retiring his license on February 1, 2012.

However, it was found that Higgins provided psychological services after his license was placed on inactive status.

He also violated every term of his probation and was found to be impaired to the extent of being unable to practice psychology safely. 

Declarations contained in the Board’s document state that Higgins suffers from dementia.
