Psychology board issues supervision order on Cynthia B. Connolly

On March 30, 2012, the Oregon Board of Psychologist Examiners issued a Stipulated Order on psychologist Cynthia B. Connolly, placing her practice under the supervision of a Board-approved psychologist for at least one year. According to the Board’s document, Connolly engaged in conduct which violated American Psychological Association’s Code of Professional conduct, as well as sections of state professions code. Specifically, Connolly counseled a divorced mother of two who had failed on several occasions to make the children available to their father during his parenting time. Connolly had limited contact with the father but nonetheless formed a strong opinion about his fitness as a parent. Though Connolly was the mother/children’s therapist, she provided what amounted to a custody recommendation when called by the mother as a witness in the custody hearing. Lastly, Connolly initially refused to turn over a copy of the childrens’ treatment notes to the father, who had been awarded custody in the hearing.
