Psychiatrist Jerry N. Rand surrenders license to state on litany of charges

On August 22, 2012 psychiatrist Jerry Neil Rand surrendered his license to the Medical Board of California based on charges of gross negligence and repeated acts of negligence as well as incompetence.

The Board’s document contains more than 40 pages of charges against Rand including multiple instances of self-prescribing controlled substances and violation of the state statutes regulating drugs, in which he prescribed controlled substances to himself or used employees and others to call in prescriptions for him, as if prescribed by another doctor who worked for Rand (who was unaware of the prescriptions); gross negligence and repeated negligent acts in his treatment of five patients, one of whom committed suicide, which the medical examiner cited as “accidental drowning with the contributing factors of fentanyl, promethazine, oxycodone and phenobarbital toxicity” (all drugs which Rand prescribed to the patient in the previous 36 hours, among others).

Additionally, the document contains charges of aiding or abetting the unlicensed practice of medicine; failure to maintain adequate and accurate records and unprofessional conduct, among others.
