Psychiatrist Jeffrey J. Richards surrenders licenses in two states

On November 20, 2008, the New York Department of Health State Board for Professional Medical Conduct accepted the surrender of psychiatrist Jeffrey James Richards’ license to practice medicine in the state.  This action was taken in response to Dr. Richards’ criminal convictions and disciplinary action taken against him by the licensing authority of another state:

In December 2002, Dr. Richards was found guilty in San Diego, California of Reckless Driving - DUI Reduction and was sentenced to 30 days volunteer work, $738 and other terms.

In October 2005, he was found guilty in Oregon of Harassment and was sentenced to, among other things, 18 months probation.

In September 2007, he was found guilty of Driving Under the Influence of Intoxicants, Reckless Driving and Failure to Perform the Duties of a Driver When Property is Damaged and was sentenced to three years probation with conditions that included two days in jail, one year license suspension, 75 days electronic monitoring and a $1,500 fine.

In October 2008, the Oregon Medical Board accepted the surrender of his license based on, among other things, unprofessional and dishonorable conduct, habitual or excessive use of intoxicants, drugs or controlled substances; fraud or misrepresentation in apply or in connection with applying for or procuring registration and gross or repeated acts of negligence. ¹
