Psychiatrist Carlos (Charles) Livio Warter arrested on charges of $1 million in Medicaid

On or about May 24, 2011, psychiatrist Carlos (Charles) Livio Warter was arrested at his home in Buenos Aires, Argentina on charges of falsely billing $1 million in Medicaid claims in Hawaii.
Warter is a Chilean-born naturalized U.S. citizen who routinely traveled between Argentina, Chile and Hawaii, according to FBI information.
A federal grand jury indictment accuses Warter of submitting about $1 million in inflated bills to Medicaid, the Hawaii Medical Association and Tricare, the federally-funded health program for the military personnel.
It alleges that he overbilled for sessions that did not last as long as he claimed and even billed for sessions when he wasn’t physically in the state of Hawaii.
In addition to the indictment, he was charged in August 2009 with 37 felony charges of Medicare fraud.
He surrendered his medical license in Hawaii for failure to comply with professional conduct laws.
