Oregon revokes psychiatrist Caleb Siaw's license

On September 6, 2007 the Oregon Board of Medical Examiners revoked psychiatrist Caleb Siaw's license to practice medicine. The Board's Findings of Fact states that in 1995, a U.S. magistrate entered a judgment in U.S. District Court in Portland, Oregon against Dr. Siaw for violating the Federal False Claims Act by submitting improper medical billings. He was ordered to pay a judgment of $75,000 and to re-pay $38,000 for the over-billings and false billings. He was subsequently reprimanded by the Oregon Board for unprofessional conduct. The Board recently learned that the Oregon Department of Environmental Quality took various enforcement actions against Dr. Siaw relative to his failure to comply with sewage disposal regulations at an RV park he owned, resulting in a criminal conviction for water pollution, for which he was imposed a civil penalty of $317,000. Dr. Siaw failed to report these adverse environmental legal actions against him to the board. 1
