Ohio medical board revokes license of psychiatrist Allan William Clark

On July 13, 2011, the Medical Board of Ohio revoked the license of psychiatrist Allan William Clark.

According to the Board’s 89-page document, Clark’s license was revoked based on the findings and conclusions in two cases, which were consolidated and heard at one hearing.

The first case was with regard to Clark’s non-compliance with conditions of an October 2005 Consent Agreement which required him to submit quarterly declarations, under penalty of Board disciplinary action, of compliance with all conditions of the Agreement, which included his participation in an alcohol and drug rehabilitation program, such as Alcoholics Anonymous, Narcotics Anonymous, etc. or Caduceus no less than five times a week and one Sex and Love Addicts Anonymous meeting per week. The 2005 Agreement required him to submit documentary evidence of his continuing compliance with these programs.

On February 24, 2010, Clark faxed the Board his 12-step meeting attendance log, which included confirmation of attendance of meetings on dates beyond February 24 and into March 2010. At a later meeting, Clark admitted having signed the signatures or initials of the 12-step meeting secretary/chairperson. He offered that he had only been attending about one-fourth of the required number of meetings in the past two years. 

The second case regarded an August 24, 2010 Consent Agreement that Clark entered into with the Pennsylvania Board of Medicine, which suspended his license for 30 days due to Clark’s failure to submit to random body fluid toxicology screens for the detection of certain substances.
