Michigan Psychologist Steven L. Osborn Gets Fine, Probation, for Lack of Good Moral Character

July 22, 2025

On September 26, 2024, Michigan psychologist Steven Leon Osborn entered into a consent order with the Michigan Board of Psychology, placing his license on probation for 60 days on condition of his compliance with terms which included payment of a $4,000 fine and continuing education on workplace harassment awareness and related topics. This action was based on the Board’s findings that Osborn failed to exercise due care, including negligent delegation to, or supervision of employees or other individuals; engaged in departures from, or failure to conform to, minimal standards of acceptable and prevailing practice for a health profession; and engaged in conduct that demonstrates a lack of good moral character.

According to the Board’s documents, from September 2022 through January 2023, Osborn acted as the direct supervisor and internship training director for doctoral intern “J.F.,” at Life Skills Psychological Services in Cadillac, Michigan.

During that time, Osborn made numerous inappropriate comments to J.F. that were often sexual in nature.

When discussing her internship evaluation, Osborn told J.F. he would like to be her dad and spank her if she did not make significant progress with her dissertation. Osborn then made another comment about spanking J.F.

J.F. was present when Osborn told another female doctoral intern that she should dress more revealing. Osborn then told both interns that he only looks at others in a creepy way when they aren’t looking.

When J.F. informed Osborn that a patient’s mother became agitated after asking if she had a partner instead of asking if she was married, Osborn informed J.S. she should have winked and told the mother, “I’m glad I could be your first.”

Osborn told J.F. that nurses at the hospital showed him how to insert a catheter on himself and that the nurses stated how lucky his wife is, thereby, referencing his penis.

Osborn commented on J.F.’s appearance and stated she looked like a model.

When discussing being transparent with a client during the treatment process, Osborn asked J.F. if she was wearing clothing during treatment.

While J.F. was present, Osborn referred to another female psychologist in the practice as a slut and accused her of having a sexually transmitted infection.
