Mental health counselor Cynthia Delaney (aka Cynthia Clark) suspended indefinitely for alcohol

On August 11, 2010, the Virginia Board of Counseling suspended indefinitely the license of mental health counselor Cynthia Delaney (aka Cynthia Clark) for unprofessional conduct and alcohol abuse that present a danger to the health and welfare of clients. According to the Board’s Order, Delaney acknowledged that there is sufficient evidence for the Board to conclude that she has exhibited behavior indicative of a substance abuse problem in that 1) another counselor, who occupies an office in the same building as Delaney, observed Delaney’s unsteady gait in summer of 2009, which he attributed to intoxication and, on November 6, 2009, he observed approximately 15 bottles of vodka, some full, some empty, in Delaney’s office, as well as what appeared to be empty wine bottles; 2) another counselor, who also occupied space in the same office building as Delaney, observed Delaney stumble and reported that she sometimes looks disheveled and sometimes like she had been beaten up; 3) a client of Delaney’s reported to the above mentioned counselors that he discontinued treatment with Delaney due to her intoxicated or drug-induced condition and 4) the former property manager of the building where Delaney keeps her office observed Delaney in what she thought was drunken behavior and also noted the aforementioned vodka bottles on November 6, 2009.
