Human Rights Think-Tank Reports on Systemic Negligence at Korean Psychiatric Hospital

According to a report issued by ImpACT International, the National Human Rights Commission of Korea found that five inpatient deaths at Bangudae Hospital (2021–2025) were linked to systemic failures at the facility—not isolated incidents. 

Findings cite severe understaffing, lack of supervision, and prolonged, inhumane isolation, including one patient confined for approximately 95 days. Patients were left vulnerable to violence, with one fatal assault reportedly lasting hours without staff intervention.

The hospital allegedly resisted oversight by blocking inspections and withholding records, leading to criminal charges against senior officials. The case underscores broader regulatory gaps and weak safeguards in South Korea’s psychiatric system.
