Hallmark Youthcare: Cited by State for 27 Violations in Two Years

A teenager has been charged with sexually assaulting another minor at Hallmark Youthcare, a psychiatric residential treatment center in Goochland County, Virginia. The alleged assault happened in April 2025, and authorities say a separate sexual assault investigation from May remains ongoing. The case adds to growing scrutiny of the facility’s safety practices and oversight.

Concerns from families have also surfaced. One grandmother said she removed her grandson from the program after he reported feeling unsafe and suicidal, fearing harm from other residents. She described difficulty reaching staff and said incidents of violence among patients heightened her concerns about supervision and responsiveness.

State records show the facility has been cited dozens of times for violations, including failures in supervision that led to assaults, staff misconduct, and residents escaping or accessing unsafe areas. While Hallmark says it prioritizes safety with strict protocols and training—and officials note no recent human rights citations since January—the latest charge underscores ongoing questions about whether conditions at the facility adequately protect vulnerable youth.
