Florida social worker Carlos Ruedas gives up license after sexual act with client

The Florida Board of Clinical Social Work, Marriage & Family Therapy and Mental Health Counseling issued a Final Order on clinical social worker Carlos A. Rueda, accepting the voluntary relinquishment of his license to practice. According to the Board’s Administrative Complaint, during a November 2005 counseling session, Rueda engaged in a sexual act with an adult female client. The Board determined that Rueda committed sexual misconduct in violation of the Florida Administrative Code, “by engaging in behavior intended to be sexually arousing to” the client.
