Counselor Ruth Kibby suspended for romance with inmate

On April 1, 2013, the Vermont Board of Allied Mental Health indefinitely suspended the license of licensed mental health counselor Ruth A. Kibby for unprofessional conduct. The Board’s document states that Kibby, while worked at Southern State Correctional Facility in Springfield, Vermont, began having a romantic relationship with an inmate of the facility, evidenced by the contents of numerous pieces of written communication cited in the Board’s order, as well as Kibby’s admission to the Board’s investigator.
