Connecticut places psychologist Neil Rattan on probation for "boundary violations"

On May 3, 2011, the Connecticut Department of Public Health issued a Consent Order reprimanding psychologist Neil Rattan and placing his license on probation for one year with terms and conditions. According to the Order, Rattan provided psychological services to patient “S.C.” from approximately 1993 to until approximately September 2009. At various times during the professional relationship, Rattan failed to maintain appropriate documentation and appropriate professional boundaries, including:

• Engaging in a business relationship in which Rattan and S.C. mutually referred clients

• Permitting S.C. to perform personal favors for Rattan (such as housecleaning and/or babysitting)

• Performing favors for S.C. (such as cooking for S.C.’s family and taking up a collection to purchase a freezer to store food and meals)

• Inappropriately discussing personal issues

Conditions of probation include supervision of his practice by a monitor approved by the Board, who will conduct a random monthly review a portion of his patient records.
