California psychology board issues accusation against psychiatrist Hozair Syed

On February 27, 2012, the Medical Board of California issued an Accusation against psychiatrist Hozair Syed, alleging sexual abuse, misconduct and relations with a patient.

According to the Board’s document, Hozair began treating a 19-year-old mother of two infants in July 2010. The patient’s husband had recently left her and she was under a great deal of financial and emotional stress. Hozair placed the patient on an antidepressant, the dosage of which he increased four-fold over the next three visits. At an appointment in late October 2010, Hozair insisted on giving the patient money. She told him no. While leaving, she gave him a friendly hug but he kissed her on the neck. He put $40 in her purse which was open on her lap and told her she was beautiful and he wanted to take her to dinner. She told him no. On the evening before her November 4, 2010 appointment, Hozair called the patient and said they should meet for lunch. The patient was willing to meet Hozair at a restaurant in the mall but he repeatedly attempted to persuade her to let him come pick her up at her home. She repeatedly declined. At the mall, Hozair asked if she “wanted to have fun…if she would like to go out and have a good time and hang out.” She told him no. He bought her a pair of jeans and when they were done, he grabbed her by the waist and tried to kiss her. He made several more attempts to kiss her before she went home.
