Board Revokes License of Minnesota Psychologist Anisa Mohammed following Fraud Conviction

On January 13, 2024, the Minnesota Board of Psychology revoked the license of psychologist Anisa Mohammed and precluded her from re-applying for licensure for ten years.
According to the Board’s document, on September 30, 2022, Mohammed was charged in Hennepin County District Court with two counts of Aiding and Abetting Theft by Swindle (over $35,000). The criminal complaint underlying the charge alleged the following:
a. From January to July of 2019, Mohammed took part in a billing fraud scheme through a mental health clinic with locations in Richfield and Brooklyn Park, Minnesota.
b. Through the fraud scheme, Mohammed purported to supervise a clinical trainee, when in fact she did not do so, and the individual was not qualified as a clinical trainee.
c. The clinic received reimbursement from Minnesota’s Medical Assistance (“MA”) program, the state Medicaid program, as a result of the fraud scheme.
d. The clinic submitted bills to MA for services that were not provided, for services claimed to be provided by unqualified and unsupervised individuals, for group therapy that was billed as individual therapy, and for sessions that had no documentation or incorrect documentation in the client record.
e. The fraud scheme resulted in approximately $165,000 in fraudulent billing of the MA program.
On January 13, 2023, Mohammed pled guilty to one count of Aiding and Abetting Theft by Swindle (over $35,000) and received a stay of imposition [an acceptance of guilty plea but no sentence].
On October 11, 2023, the Board had mailed Mohammed an Order for Prehearing Conference, to be conducted by phone on November 15, 2023. Mohammed never responded to the Order. She did not attend the conference and no one else attended to represent her.
