December 2012 Florida mental health counselor disciplinary actions

On December 17, 2012, the Florida Board of Clinical Social Work, Marriage & Family Therapy and Mental Health Counseling took the following disciplinary actions:

Issued an administrative complaint against registered mental health counselor intern Richard L. Fincke. The Board’s document states that according to interviews with Fincke and promotional materials, he is the sole proprietor and sole counselor employed by Urgent Care Counseling and Psychiatric Services, LLC. What this means is that Fincke, as a registered intern, practiced mental health counseling at his own private practice without a licensed mental health professional on the premises when Fincke is providing services—a violation of Florida statutes.

Issued an administrative complaint against registered mental health counselor intern Cynthia Ann Wall.  The Board’s document states that according to interviews with Wall and promotional materials, she is the sole proprietor and sole counselor employed by New Beginnings Counseling Center. What this means is that Wall, as a registered intern, practiced mental health counseling in private practice without a licensed mental health professional on the premises—a violation of Florida statutes.

Issued an administrative complaint against licensed mental health counselor Deborah de Jesus, relative to her September 18, 2012 criminal conviction for conspiracy to commit health care fraud.
