Counselor Richard Robillard's license revoked following conviction for assault on boy

October 9, 2008

The Washington State Department of Health (DOH) permanently revoked registered counselor Richard D. Robillard's credential. According to the DOH's Final Order, Mr. Robillard was convicted in late May 2008 for Assault in the Second Degree and sentenced to nine months in jail, based on the allegations of a ten-year-old who had stayed overnight at Robillard's residence (news reports state that Robillard knew the boy's family and did not meet him via his employment as a counselor).  The boy specifically alleged that Robillard promised to take the boy inner-tubing if the boy would let him massage him; Robillard massaged the boy's back and buttocks with the boy's underwear pulled down and made contact with the boy's anus; Robillard massaged the boy on more than one occasion. 1
