State of Wisconsin revokes mental health counselor's license for "use of fraud or deception"

On May 19, 2008 the Professional Counselor Section of the Wisconsin Marriage and Family Therapy, Professional Counseling and Social Work Examining Board revoked counselor Charles A. Meseck’s license. The Board’s Findings of Fact state that the Board granted Mr. Meseck his license in November 2001 based on the answers he provided to questions in his application, including what was later determined to be a false answer of “no” to the question, “Have you ever applied for and been denied a credential (license, certification or registration) in any profession? If yes, give details on an attached sheet, including the name of the profession and the licensing authority.” The Board found that in December 1996, prior to his application for licensure as a counselor in Wisconsin, the Minnesota Board of Psychology issued an Order denying Mr. Meseck’s application for licensure to practice psychology in that state. Among the stipulated facts in the Minnesota Board’s order:

1. The Board received a complaint in 1992 that Mr. Meseck “provided incompetent services to clients #1 – #5 including improper diagnoses, treatment planning, and psychological test administration and interpretation; failed to refer clients for family therapy; altered therapy notes; and listed false or exaggerated symptoms or characteristics in order to secure reimbursement.

2. “The Board received additional complaints concerning Mr. Meseck’s conduct with clients #6, #7 and #8 between 1993 and 1995. The complaints related to his misdiagnosing client #7, improperly releasing information about client #7 to client #6 which client #6 used against client #7 in court in child custody proceedings, and failing to observe appropriate professional boundaries and engaging in sexual contact with client #8.”

The Wisconsin Board has determined that Mr. Meseck engaged in the use of fraud or deception in the application for a license, which constitutes unprofessional conduct. In additional to revocation, he is ordered to pay the cost of the proceeding against him: $350.00.1
