October 18, 2007 Pennsylvania revokes psychologist Richard Toplin’s license for sex with patient |

On October 18, 2007 the Pennsylvania Department of State Health Licensing Board revoked psychologist Richard F. Toplin’s license and assessed him an $8,000 penalty for “engaging in sexual intimacies with a current client/patient; exploiting his professional relationship with a client; failing to maintain high standards of professional competence…engaging in a dual relationship with a client; engaging in sexual harassment of a client and/or patient; failing to meet APA Ethical Standards; failing to meet the board’s minimum requirements for the maintenance of professional records; and engaging in immoral or unprofessional conduct.”1 1 Pennsylvania Department of State Health Licensing Boards Disciplinary Actions, December 2007. |
